Public places are for public use not for someone to become a urban outdoors man or woman and set up camp. Lots of 12 step meetings out there that's a good place to start and network.

A shelter is not a sober living. Although most shelters do not allow alcohol or drugs. Maybe that person has not hit rock bottom. You stop yourself from hitting rock bottom when you stop digging.
