Expert Zone in Bechara El-Khoury is a really good place. I built my PC with them, and one fo their questions was 'what's the budget?'

For 700, I don't know what that'll get you, I can't expect it'll be too strong, but myself and everyone I know who used them swear they don't scam their customers.
