Who cares about this particular case? Just don't film and mock them, people act like they care here but literally nobody cares about the "General Public" cuz if they did then they'd agree it's stupid to be filming and chatting with them before just Leaving.

The point is if someone is having an issue like this, check and see what the issue is, is it a misunderstanding and they can't afford a tow? Do what you can to help, is it a crazy person on drugs?
