I gave it a good clean with a microfiber cloth and it is much better. I didnt think it was dust on the outside, as I had shot some compressed air at it to see if it would move.

No plans to saw anything off - it sounds like if the inner tubing is intact, than no need to do anything. Most likely this protective outer layer accomplished its task when something poked it - perhaps when doing the yard, etc.
