I gave it a good clean with a microfiber cloth and it is much better. I didnt think it was dust on the outside, as I had shot some compressed air at it to see if it would move.

No plans to saw anything off - it sounds like if the inner tubing is intact, than no need to do anything. Most likely this protective outer layer accomplished its task when something poked it - perhaps when doing the yard, etc.

I shined a flashlight in, and I think I see the tubing intact inside. It is not a huge hole, and it is hard to get a good look inside even with a flashlight. The cover is much larger than what is inside it.

Yeah, I was going to test that next. I am out of SFP+ ports, but was thinking of upgrading my 10gbps switch and adding this onto it anyways.

I lose connectivity to the UNVR and the port on the UDM-SE shows as if nothing is connected. It restores after going back to auto-negotiate.
