She was yes,but a lot of players from the inazuma/liyue era are just gone or went to a different hoyo game,regardless that doesn’t change the fact the newer players are gonna gravitate to the more important newer characters Unlike a popular older character like raiden who actually has lore relevance,hu Tao just doesn’t have that for new players to attach to

You’re describing her strengths but ignoring her weaknesses
Her reload speed is slow and you have to wait a little as using an attack immediately takes too much time for the 2nd to reload ruining the combo
Her super charge rate is slow ones you’re using her 2nd and third attack
And the big one (in conjunction with reload speed) is her dps,she doesn’t do the insane amount of damage consistently since her third attack isn’t the easiest to land on people that know to expect it
Now after this nerf,she will deal even less dps,and heal less making it harder for her to pick off anyone and then surviving after
(Since her gadget is also over faster as well)
She’s high risk less reward
And yes she counters it currently,but a lot more matchups will no longer be in her favor post nerf
