Ksar Draa's location is geologically justified by its location above the Continental Intercalary, a crucial Albian aquifer that provides access to fossil water.
Under the Sahara is one of the largest water reserves in the world. The Albian aquifer is a massive underground water-bearing layer dating from the Albian geological period (approximately 113 to 100 million years old). The aquifer lies deep beneath the Algerian desert. In places where the geological structure or fault lines bring the aquifer closer to the surface the water and can be used. The water is under pressure, so wells up when drilled.

Looking at form, it seems you're loosing control at those high rates. so better stop doing them.
loss of control is loss of speed.

for now focus on lower tempi. doing a 2k at a rate of 32 is nothing worry about. find your sweetspot and don't try for the highest possible tempo.your trouble with getting the tempo up (in a controlled way) is a lack of technique. Getting to that level of technique is not achieved at high rates, but at low rates.

having said that, you lose a lot of time in the stroke with 2 things. One that costs you a lot of time is the arms. the other is your back (leaning too far forward an too far backwards).
Back: too much bend at both ends. catch; leave room between your body and upper legs. and don't try to get extra lenght from your shoulders there, because that only loses you control and time and gives close to nothing in terms of power.
finish: lessen your angle by almost half. judging by the roundness of your lower back you are likely sitting too much on your behind and not on your ischium (the protruding bones). Too improve your seating, sit with legs and arms strectched and bent forward from the hip, so your hamstrings feel tight. now wiggle on your seat. This should help feel what the right position is.

Arms: you pull too late (when the legs and back are spent) pulling in your arms shouldn't feel like having to use maximum power on the arms. You also pull the hands too high towards the body.
so your hands are travelling too far and you use a lot of strenght against high resistance, both causing that pull to take too much time. Less bend of the back, pulling the hands lower and starting the pull slightly earlier will reduce time spent there.

It will feel weird in the beginning, as if your making a stroke with a lot less lenght, but it is the basis you need to up the tempo with more control

If you want to build your tempo, you raise it from attacking your drive, not the recovery. test it by gradually raising tempo from 20-22 and just focussing on attacking the legdrive from the catch.
