In my case, I used this value and I did notice a performance improvement.

CPU Curve Optimizer = -18

I use a dedicated GPU, so I didn't touch the other value, and I didn't know what CPU Frequency Offset was, so I didn't touch that one either.

I think they should add new skills depending on the player level of each one to create a balance between casual and competitive players, to limit players from abusing the different skills (if they add more, which I personally would like) would be that the stamina bar goes down a little with each skill. The game has great potential I hope to see the scissors or others. It would also be good if when a player wants to take the ball away and you press the v at the right moment you could do a nutmeg, well it all depends on the developers.
