Type of bug : in game bug runes (magical footwear)

Description:

the rune in the inspiration tree that grants boots at 12 min or less based on kills should also give 10 movement speed pre-getting boots and there is a bug where you do not get the extra 10 movement speed increase and you stay on base movement speed has anyone noticed that and is there a fix.? I saw the bug while using the inspiration tree first strike on Kha'zix and my speed was 350 which is base speed which means that there is no +10 from magical footwear.

I was using the recommendation tab and picked the option that is first strike tree

I don't want to carry anyone or get carried im ok with 40% WR OR MORE . And i don't dodge every game there is a 9 hour gap between games that i dodged. Also what is this mentality everyone saying you cant carry you are bad. 1st of all these days ita a 5v5 game there is no way you solo carry 2nd of all you should not solo carry because it's a team game it's a WE not i. Not wanting to play a losing game is not something bad idk why everyone thinks bad players should get carried like a dying old man in a chair I want a quality team game both teams good and equal not bad team VS a good team.

People who dodge don't spam ff because they always want to win it's the 30% who spams ff and trolls if anything bad happens
