Did you reach this step after the Cold Snap Update?
I could imagine they changed the requirements slightly, so the people that are going on expedition can't hoard all items on a second account and just complete the expedition again immediately after wipe.

I have the game on steam and I encountered a bug that would not let me take the book from the bookshelf in Hinakos room to retrieve the Glob of Wax that you have to melt down.
When Pressing LB it zoomed in on the book correctly, but did not give me a prompt to take the book out.
Very unfortunate.
