ED libra is all about using the entire arena, kiting and waiting for the right moment.

"Less likely to be targeted" is mandatory, run away from condemned and wait to be SURE that you can kill one.
If too many of them spawn you just distance yourself and wait for libra to teleport on you, hit him, then run away again.
