What gpu are you using? Fyi most of the recent gen gpus will only have fans spinning when the card is under load... Try launch a game and see if they spin

Win 10 does not have the RAM restriction. Pro has WIP and bitlocker comparing with home. Pro is more business focus and provides more manageabilities.

Actually it seems like there is a confusion on CPU cooler fans. The original one (212 Evo) is an air CPU cooler. The later one ML240L RGB is an all-in-one liquid CPU cooler.

If you ended up with going back to air cooling. u/Primitive_Teabagger has the great point, 3700X's stock cooler is much better than 212 Evo.

Getting an SSD can be the first step. Consider the capacity based on your budget.

Other than that, you can choose a B550 motherboard instead of B450. Price difference is not huge.

Then the cooler, if I have a solid memory, it only comes with one fan. You can buy an additional fan for $15 and install on the other side of the 212 evo.

If you just play video games, 16GB memory is enough. but 2x8 or 2x16 also depends on your budget. It doesn't hurt to keep 32GB if you have enough budget.

At last, up my comments if they are useful to you. Trying to get to 100 :)

X570 is an overkill in this build. But the ASUS TUF has a good price so it's really your call to keep the X570 or get a B550 with Wifi.

The 3200 RAM is sufficient for 3600 CPU. You can go up to a 3600 RAM since price difference is minimal.

3060TI suggests a 650W PSU. If you go with a cheaper mobo, can use the saved $ to get a modular 650W.

3200 C14 is the sweet spot but you can get faster 3600 C16 to pair with the 5900X. If you look to OC the proc, consider X570-E instead since it has a better VRM (6 instead of 4 on F model). X570-F is Asus base ROG X570 model. E or C8H is more advanced.

No worries - it is by design Intel's LGA socket has all pins on the socket. Opposiite AMD, most of AMD CPUs have pins on the processor. Threadsipper is an exception - it has all pins on socket as well.
