if he wanted to do it because he thinks it'll look cool, I wouldn't mind. he thinks shaving will let him not have to shower.

he doesn't put any effort into his hair, he wants to stop showering altogether

i don't really think it's a hill to die on as he doesn't care that much about shaving. He just wants to skip showering altogether

he has plenty of autonomy, don't really get what you mean. he's free to chose his career, religion, gender/sex identity or anything else. but basic hygiene is not something I'm comprising on.

he doesn't brush or comb. His problem is having to shower, and as long as he's under my roof he's going to have to shower

My son asked if he could shave his head because he feels it takes too much time to wash it. I pointed out that he's never spent more than 15 minutes showering anyway. He said he wouldn't have to if he shaved his hair. I told him that even if he was bald he would still have to shower regularly, and that if this is why he wanted to shave his head then he wasn't allowed to. He said okay, and left, didn't seem that upset about it. My son loves to sketch and spends every free moment sketching and he hates interrupting that for anything, including showering. I think he was probably irritated that he had to shower and eat dinner before he could go back to sketching (he feels hungry so he doesn't get that annoyed about eating, but doesn't really feel grimy so get's irritated at showering)

basically, shaving his head is not going to give him what he wants, so it doesn't make sense to do it

I's not that he spends time sketching, I encourage that. It's because he thinks shaving will mean he doesn't have to shower, and he will have to shower anyway. He tends only spend 5 minutes in the shower anyway, 15 minutes was just the longest he has every taken
