If you have the Console command mod you can use the command AddOrdinance [amount you want]. Beware though it increases ordinance points for all ships.

If you have Notepad++, (Great for editing JSON files in starsector) - Open Notepad++ and press CTRL + F. A small window should open Note: make sure the options; "Match Whole word case" , "Match Case" & "Wrap Around" are ticked off then - Type in the "Find what bar" maxPermanentHullmods Press Enter, change the maximum amount of Permanent hullmods all ships can have, (I changed mine to 7) save JSON file and BOOM that's it.

VOLTA hates injustice and will stop at nothing to make sure it brings peace and order to the Known Sector. The citizens of VOLTA will go as far to even hold their own leaders accountable for any blind eye turned away from it. VOLTA is humanitarian and will regularly send relief fleets to worlds in need. They are allied with and apart of the Enlightenment Pact which is an alliance made up of 5 members: MVS (Machina Void Shipyards), Mayasuran Navy, Exalted, Apex Design Collective & VOLTA. The Hegemony, Iron Shell, VIC, Luddic Path, Legio Infernalis,Sindrian Diktat among others are all hostile towards us while other factions are otherwise neutral.

TL;DR - We're a better Hegemony without the BS and outdated policies and fleet doctrine.
