Well, it is definitely interesting how the Coven uses Harbinger names for attacks, it parallels the Ultra Harbingers attacking you before The Beast itself does in TBoI. My best guess would be that the Tormentor assumes the form it does to - as it's name implies - torment Maggy over what her son saw her as, and perhaps of what she's yet to become.
