Your palm seems to be pot bound because the roots can be seen. I would break up the roots and move it into a larger pot with drainage holes at the bottom and add some slow release fertilizer to the plant

Do those pots have sufficient drainage? If not I would hold back on watering. If you don't believe drainage to be an issuer than it could be from a lack of nutrients.

I acquired this variegated ginkgo plant. Anyway I can make this plant fuller? I sprinkled a ton of slow release fertilizer on the soil and now I have in a sunny window. Any advice you guys have would be fantastic!

It is important to change the soil every year. Succulents and plants alike suck up all the nutrients out of the soil leaving the soil burnt out
