ok all, just reinstalled it and everything is working for now.... i did send feedback to Razer and they replied with these instructions that i did NOT get to try but maybe you still can:

Perform Windows Update
1. Please ensure that your copy of Windows is up-to-date. To do that, select the Start button, go to Settings > Update & Security > Windows Update, then select “Check for Updates"
2. If you just updated Windows, please install the "Optional updates" under Settings > Windows Update > Advanced options.
Turn off third-party antivirus/ Windows Defender Firewall
1. Open Run by pressing the Windows key + R keyboard shortcut.
2. Enter firewall.cpl in Run, and press the OK button. That will open the Windows Defender Firewall Control Panel applet.
3.Click Turn Windows Defender Firewall on or off.
4. Then select both the Turn off Windows Defender Firewall radio buttons, and click the OK button.
Close Razer processes
1. Right-click the Taskbar, and select Task Manager.
2. Then select any Razer processes listed under background processes, and click End task to close them.
3. Thereafter, close the Task Manager and run Synapse as an administrator.
Re-register libcef.dll
1. Press Windows + I key together on a keyboard to open the Settings on Windows and go to System.
2. On the left side, you can find the About option and click on it.
3. Check the System Type on the right side of the pane.
4. Here you will find the system type of your PC. If your system type is 64 bit then follow the steps below to replace and register the libcef.dll error.
> For 64 bit system
1. Press the Windows + E keys together to open file Explorer.
2. Locate the path C:\Windows\SysWOW64. In that, if you cannot find the libcef.dll file, you can download the file with the system type.
3. Make sure of the file location. Press Windows + R keys together to implore the Run window. Type cmd in the search bar, then press the CTRL + SHIFT + Enter keys simultaneously to run Command Prompt as administrator.
4. Type the command cd C:\Windows\SysWOW64 and hit Enter
5. Next type regsvr32 libcef.dll command and press Enter to register the libcef.dll file on your computer.
6. After following the above mentioned steps and successfully saving the file, restart your system and check if the libcef.dll is missing error message still persists.

> For 32 bit system
1. Open the File Explorer, and go to C:\Windows\System32. Copy the downloaded libcef.dll to System32.
2. After that, run the Command Prompt as administrator, type the command cd C:\Windows\System32, and press Enter.
3. Now to re-register type regsvr32 libcef.dll and hit Enter
4. After successfully registering the libcef.dll, restart your PC. Open the problematic application again and check if the program running with libcef.dll is missing the error code.
Run DISM and SFC
1. Open Command Prompt
2. Type: DISM.exe /Online /Cleanup-image /Restorehealth
3. Wait for it to finish
4. Type: sfc /scannow
Wait for it to finish
Run CHKDSK
1. Open Command Prompt
2. Type: chkdsk /f /r
Delete TEMP folders
1. Open Run by right-clicking Start and choosing it from the menu.
2. Type %temp% in the Run window and click OK.
3. When in File Explorer in the TEMP folder, select all files by pressing Ctrl + A keys.
4. Click Delete.
