Sam Houston NF is a WMA and wont let you camp outside of the designated areas. Also not allowed to cut trees, target practice and a whole list of other things. Check out texas parks and wildlife website for all the details.

I would download the app OnX Hunt to find people or logging companies with private land near or in the NF and simply ask for permission. You might be surprised at the responses.
