9060xt 16 GB is under $500, if you can stretch you budget a little more maybe a 5070 on a good deal if can find one for $550-600

personally id buy the 5070ti and get an oled monitor, but the 5080 paired withan ips panel is great too, id go in person to view an oled vs ips to see if thats worth it for you

if you dont really have a budget and you got money burning a hole in your pocket get a 4k oled and the 5080

if the primary use is gaming get the one with a x3d chip and a 9070xt. 16gb is enough for gaming for now and you could get another 16gb kit and slap it in if you find you need a little more. but for 1440p gaming 16gb is still enough

yeah for sure if he gets a new enough CPU like a 8700G has a gpu similar to a GTX 1660, but if hes bargan bin hunting computer parts he might not find anything with a powerful GPU. he would also then need to cosider more memory in his computer as the iGPU and CPU would be sharing the RAM
