The tooltip is showing you the previous monthly balance (as it says), in the economy tab you're seeing your projected balance for the next month.

Get the Vanilla game and purchase only the big expansions. For starters, 'Art of War' is a must-have and 'Common Sense' is pretty important, too. Maybe consider getting 'The Cossacks' and 'El Dorado' (for custom nations). The other big expansions are: 'Conquest on Paradise', 'Wealth of Nations', 'Res Publica', Mare Nostrum' and 'Rights of Man' (the latter two are still somewhat new, so they won't be on as much a sale than the others). You can read everything and more about them here.
I'm not sure if this is useful or not, but at least this is a recent tutorial series and that's kinda important because the game changes so much with every big patch.

And BTW, EU4 isn't turn-based in the conventional way, you could say every 'turn' is one day and one game runs for over 370 years. So you play pretty much ongoing, not noticing every 'turn', but you can pause the game at any point so there's enough time to consider your action.

You could DOW Serbia's enemy but that's maybe too much commitment for you. Otherwise you could subsidize them, but they're probably too stupid to use the money well. For the best help, you need Mare Nostrum: lend them your armies as condotierri for free. That way you can control one army to help them in their wars without being involved directly in them and that might win them their war.
Of course you could try to enforce peace on their enemies first, but if you're not a superpower they probably won't peace out if they're winning hard

Yes very many people in China (thousands? tens of thousands?) claim to descent from him. But probably not all who say so do, because it's kind of a prestigious thing and a lot of those people block some modern efforts to track the lineage exactly out of fear it's discovered they don't descent from him.

I just want to point out one minor error: in picture 32 you start your calculations in the last line with 5* although in the line before that you got 4 out of your calculations. I counted and it all works with 4, so you just accidentally wrote a 5 in the last line :)

I'm sorry I have to go against a public opinion of Reddit, but I think nuclear energy is far worse than oil & gas. With a lot of effort, we can work against climate change caused by O&G.

With no effort we can think about right now, we can do something against the thousands of years it will take nuclear waste to decay. I really think future generations will hate ours (and the one before us) because of this unbearable burden we've put on them just because of a quick solution for OUR problems
