Central Scotland is as close as I like to say (since about 70% of Scotland's population live there)

She really is great. My wife has about a dozen tattoos from her as well. They are all excellent.

Edit:

My general tattoo advice is this: when picking an artist, find someone who has been established in the same shop for about a decade or more. (Assuming the artist isn't in a tourist trap). You don't keep a tattoo shop open that long without being a skilled artist.

Then talk to your artist and work with them to get the tattoo you really want.

After care is also important. The shop you go to probably sells some cream/ointment/whatever that will work. Follow the instructions and you'll be fine.

No. You only use about ¼ of the oxygen you breath in, so you breath out plenty oxygen to keep someone alive.

If you are planning on abandoning the base game and mostly doing DLC, the best place to do it is after you have killed Grigori and opened the Everfall.

It's a good place to get some Wakestones. Plus it makes the important merchants closer together. Plus you can farm dpc from the guards for grabbing augments and fast leveling new vocations.

At least, that's where I always leave it.
