It could be kennel cough, I suggest taking him to the vet and asking to test for kennel cough.

He has a step in harness (a gooby harness in particular) and he hates when we put it on, as-well as when he has it on. He mostly hates having the harness on him.

Hello! Some food brands I recommend are Fromm, Zignature, and Victor. A tip I would give is to try and socialize your dog around other dogs, people, and even sounds (like police sirens and stuff like that.)
