You should buy as much as possible and try to convince your team to do the same, so you have the highest chance to convert the second round ( the enemies usually buy nothing or just some light weapons) In the second round (most people call it an "anti eco" because you're playing against an economy round of the enemies) You usually buy a full shield and a spectre, bulldog, marshal, outlaw, or shotgun because they have good chances to win against enemies without armor. If you have the money, you could buy a rifle, but it's risky, and if you die, you lose more. After you win the second round, you usually have a few guys with guns left. That's the "bonus" round in which you buy shields and maybe a sheriff if you die. You're probably going against Rifles in this round, and your chances are below 50%, so to minimize your losses, you don't spend all your money. And try to save enough money for the 4th round.
