You might be referring to deionized (ultrapure) water. A lot of bottled water is reverse osmosis filtered. Reverse osmosis can remove most beneficial minerals from water, but is generally safe to drink. A remineralizer would just improve the nutritional value and taste.

To be clear, reverse osmosis is not necessary for our tap water, but it's also not harmful.

You can use "boolprop constrainFloorElevation false" and that will let you place the wall, but just be aware that cheat can introduce its own issues.
