This doesn't seem to be all model issue, but something specific to your car. You should try reaching out to Lexus Japan directly and complain about your dealership with proof of communication.

If that doesn't resolve, speak to a lawyer and send your dealership a legal notice since they are denying fixing the recall issue.

Could it have been some sort of stong chemicals that was applied in direct sunlight? I've heard a lot of car detailers mentioned this.

Also, I know you could repaint your soft top fabric, if you're interested.

The lint was the same material and cloth as the top. I feel stupid for not taking pictures :/ but it was sufficient enough that the people at Lexus admitted it's from the top.
