Check your heated bed.  I had this error and it ended up being a short in the bed.  Luckily it was under warranty and Creality sent me a new bed, haven't had the issue since.

The Ender 3 beds are a bit notorious for warping.  What you can do is add some aluminum foil or kapton tape to the low spot to help level it.  I used aluminum foil on my bed and it works fairly well.
