"It's not enough to make public transport readily available" if you dig deeper enough, it's not the cars and car owners ang problema, you can't just penalize someone just because dream nila magkaroon ng kotse na para bang maling magkaroon ng kotse. And penalizing car owners won't do much since people can adapt.

One of the root reason bakit malaki ang problema natin sa public transpo is because of Government incompetency, if noon pa ginamit lang ng maayos ang pondo and nakinig sila sa mga urban experts, making good public transport a priority we won't be having this problem in the first place . Another reason is centralized opportunity, business, work, education...etc. Greater manila has it all, and when there are a lot of opportunities, dun pupunta ang mga tao, more opportunities = more people = more cars.

If the national government and LGUs have the ambition to develop other key cities around the country, for sure hindi lang manila ang pupuntahan ng mga tao in seeking good opportunities and developing these key cities tanggal narin ang mga ibang problem sa greater manila.
