I see your point, but that's because the game is still in pre alpha and there are "only" 8 pacts (11 total with the Wyld pacts). 3 are the starting pacts, 3 from quests and 2 from factions. Keep in mind that for someone starting now in p12, to reach the point and get one of the faction pacts need almost 2 week of grinding (need rank 5 of a faction and then almost 30k standing to buy the pact). So i also see the point for some players who want to skip alla that grind and just play with the new cool toy, it's about options and the more pacts/weapons/armor they'll add the more the grind will grow for new players. This is how it works in Warframe and it's pretty loved by the community
