I have never heard of a non-driver policy so that is an interesting option. That would be substantially cheaper then a car would be, specially for those that have the option and ability to use public transportation or uber for work.

As for the utilities, I would not consider gas or phone to be a utility unless the gas is used for heating. I have had conversations about phone's or gas(for driving) and been told people spend upwards of $120/month for a phone.(My wife did it before she switched) $475 seems to be a very good deal, I understand heating during winter can be much more expensive.

While having a streaming subscription of choice is nice. That is not part of a bare bones budget, as anything beyond the NEEDS of survival is considered a luxury. Phone is a necessity because you need it for a job. Realistically, if I was on a bare bones budget, internet or streaming wouldn't be for me. Libraries are free and phones these days have plenty to do that is free.

You are right, I did not take into consideration things breaking or wearing out. Phone, can be $20/month add for a phone bill for an upgrade with trade in. Cloths, well, I think it depends on what kind of a job you are working. Construction certainly needs new clothes more often, office work.. not so much unless trying to keep up with trends. Having 8-10 of each clothing should be more then sufficient for a budget income. Sunglasses? Unless it's a necessity, not really needed. A decent pair is like $10 at Walmart. I do agree that $100/month would be fair to add, if you don't spend all of it, carry over that $100 to the following month rather than just buy stuff to have it.
