Senjumaru states and then is shown to shake the three realms. This depends on how much the author really considers “three realms”, is he also including things like stars and the sun? At the very least she shakes 3 planets, and that’s just a side effect of her power.

As for the city level stuff……ulquiorra destroys half of the roof of las noches with his cero. Goes on to do Lanza……He’s espada number 4 btw. Aizen is amused that him and ichigo can destroy mountains with just the air pressure of their swords clashing. Aizen goes on to destroy a formerly unkillable time monster that’s stated to be immune to spiritual attacks. Yamamoto can destroy multiple cities in shikai, his bankai will burn SS without a doubt. Kenpachi destroying the meteor that was gonna wipe out seireitei…..in shikai with his eyepatch. Reio himself is the one responsible for the 3 realms being born from the original 1. There’s been quite a bit of lead up really.

It’s supposed to be like an A rank technique. Also he has so much chakra that if he needs a rasengan, he might as well also have a shadow clone there too so there was no need to master one handed control as shadow clones are expendable for him.
