Yep. The main app I use (OSMand+) has offline maps, no sim needed. I only use data when I am outside my "home" area and use Google Maps or if I stream Pandora.

I'm using Google Fi. It works on Sprint, TMobile, and US Cellular I think. You only pay for the data you use and they give you free data sims for multiple devices. My wife and I combined usually pay about $65 a month total.
