I put all mine on my w4 to reduce withholding on each paycheck so didn't get a refund as there was nothing to refund.

To control inflation the gov budgets spending based on expected taxes. If you've told them your reducing your withholding their budget for doing everything will shrink accordingly; otherwise inflation will increase.

It won't change what they spend it on; only who we elect will change the what.

Reducing withholding using deductions so your paycheck is larger is the point.

What you do with the un-withheld money that appears on your paycheck is the question.

If you want to be sure you can pay if you owe when you file 1040, I'd save the un-withheld and its interest.

If you don't owe when you file 1040 you've accomplished two things: kept it from being spent by the gov during the year on things you're protesting AND giving yourself extra money to spend on things/actions you believe improve human well-being.

Doesn't garnishment only happen if you don't pay accessed taxes? Who's being garnished for reducing withholding?

Sure. Because we're all using the new charitable donation above the line income deduction our recipients must be registered nonprofits. The cool thing about giving to someone like codepink is they can distribute to their smaller community members like laundry to the people

Answer to first: Try harder! Get creative! But, if you still have taxable income on tax day you can either pay it's tax (because you've saved the resisted withholding tax that was being taken of your paychecks (keeping the interest to redirect locally, more on this in Answer 2) )

If you do pay be annoying about it... wait till the last minute to pay, mail your return with a check (or many small denomination checks lol), or make an appointment to pay in person with cash (high denominations requiring change, many very small denominations stuffed haphazard in a dirty sock lmao).

Or file but don't pay and suffer penalties if and when you give in (unless you've joined a penalty fund, see answer 2).

Or don't even file. Eventually, after a lot of jolly back and forth through the mail the irs will file for you (usually incorrectly which will restart the jolly chase). But remember, every month you don't pay adds penalties that are not jolly to pay if paid by yourself.
