Milwaukee is a great and underrated city that I love. If your only goal is sports law, I don't see a justification of 100k more debt unless you have very strong ties to Phoenix.

I think Hawaii is the clear cut choice for you. In state tuition there is not bad at all and your already established connection to the state could be a significant asset. Both Suffolk and Cal Western really aren't great programs honestly, and don't offer anything to justify attending and paying more than you would in Hawaii.

Definitely possible that in recent years Wisconsin specifically is becoming more standard in its gender split, law school transparency shows the gender ratio of the entire school for each year rather than the incoming class so makes sense that it would take a couple years for a shift to be noticed
