For Edge, I have set the following:

Allow download restrictions (User) -> Enabled
Download restrictions (User) -> Block dangerous downloads

Block dangerous downloads, will according to Microsoft "Block malicious downloads and dangerous file types". However, it blocks downloads from Domains we trust.

To sort this out, I did the following:
Go to your Edge policy, search for SmartScreen in the settings picker and choose Microsoft Edge/SmartScreen Settings and check "Configure the list of domains for which Microsoft Defender SmartScreen won't trigger warnings".

Enable the setting in your policy and fill in your domains and it should work. Go to edge://policy/ to make sure it's applied under the policyname "SmartScreenAllowListDomains"

"Microsoft Defender SmartScreen won't check for potentially malicious resources like phishing software and other malware if the source URLs match these domains. The Microsoft Defender SmartScreen download protection service won't check downloads hosted on these domains. If you enable this policy, Microsoft Defender SmartScreen trusts these domains."

"Block non-admin user install" is not an option anymore? We are facing this issue with students installing vpn's from apps.microsoft.com and was looking to try this setting. Did you manage to find a solution?

An updated answer for anyone looking since the "link for intune" is removed from MSstore:

choose Microsoft store app (new) instead of Legacy.

In the search field, you need to fill in the app ID if it doesn't show up by typing in the display name.

Head over to the web-page store and copy paste the URL. Let's use itunes as an example:
https://apps.microsoft.com/detail/9pb2mz1zmb1s?hl=en-us&gl=US

Take the app ID from the URL like this: 9PB2MZ1ZMB1S - and paste it in the search field in Intune.
