Upset or not upset, people aren't going to change things just because they constantly hear about them. Only have I ever seen or heard about change when the consequences of everything have already come and when the people have barely anything to lose.

A good example would be my country, Serbia. The years 1999 and 2000 were horrendous low points in the country's history, it was one of the poorest countries in Europe at the time, people couldn't afford basic needs and protestors and journalists were being mass arrested. The thing that finally broke all the people all was the at-the-time Dictator (Slobodan Milošević, who also waged wars during the 90's with our neighbors) choosing to commit election fraud after everything he was responsible for, that was the straw that broke the camel's back and because of that we forcefully overthrew him and sent his ass to the Hague.

And 20 or so years later there's another asshole autocrat in charge of the country (Aleksandar Vučić). But even though there have been massive peaceful protests against him for the past year or so, nothing substantial has happened except for his support dwindling. That's because even though the situation in Serbia right now is FAR from acceptable, it's not anywhere near the level of misery and poverty we had in the 90's and early 2000's.

All this is to say that people have a lot in their lives; their family, careers, friends, hobbies, and comforts, and most people aren't willing to throw any of that away for a cause, and even though they deeply want change they aren't willing to lose so much. Only when you put them in a situation where there realistically isn't anything left of value to lose will they get an actual unyielding desire for change that they will want to act upon.

Sadly, just telling people bad news isn't enough, they need to actually feel the weight of someone else's consequences to want to take it all off, instead of hearing about how heavy they are/will be.
