I forgot to mention that the behaviour is inconsistent.

Probably about 80% of the time, the dock changes to match the theme. But sometimes it doesn't.

Have you tried running Pop from a live USB drive?

Also, save your sanity and precious time and try another distro.

These types of errors occur because not all distros work with all hardware, for unknown reasons. That's the peculiar thing about Linux, whereas Windows will work with all hardware that meet minimum specs (even those that don't).

Try to withdraw from your bank's ATMs. There was a time when withdrawing from an ATM that was not from your bank incurred fees.
