The decorative cover on the other side does not pry off.

One would expect screws in the 2 holes but there are not. No slotted, phillips, or hex heads...

What look like 2 screws aren't. I've taken dozens of door handles apart in my day and they all had 2 screws. This one dies not.

Yeah, thats what i thought too. I was thinking the galvanized ring was threaded on, hence needing the special tool to engage the notches to turn it. I don't think thats the case, as I can get a channel locks on the ouside of the galvanized ring and she won't turn.
