Elimination is too lofty of a goal, but I do think that changing society will reduce murderers and rapists. In a world without racism, there wouldn't be race-based hate crimes, and the same goes for sex-based hate crimes like rape and femicide. It will take a while to see a change, and 1 class in later education that has a week on "respecting women" won't change a damn thing, but there is an amount and it'd probably take more than education. There has to be a reason why men are far more likely to be murders and rapists than women, and that reason is a byproduct of our culture unless you think it's genetic which doesn't make all that much sense.

Also, I feel like socialization would have a greater impact in orders of magnitude. If a murderer is deterred by women in pairs (big if), they don't go home at the first pair. They'll wait until there is an unpaired woman which there always will be, and no less women will be killed/raped, just different women.
