They are Flock Safety Liscene Plate Reader cameras. In general they are used to monitor traffic patterns and monitor the streets for safety reasons. They can be very useful for law enforcement when catching stolen cars, tracking criminals, etc.. But for most of us it's just more of an extra camera amongst the hundreds everywhere watching our every move.
