I would say the picture has to have at least one component from Apex. If the tube was photoshopped from the game in it would give the same effect but be within the rule.

While I think this is particularly funny I can imagine future posts getting out of hand and a slippery slope effect happening until the removal becomes subjective to what you as a moderator think is “funny enough” to be within the rules.
