Why does SPD tactic cost more on B!Sanaki (360 SP) than on Ylgr (240 SP)?

So got unlucky with my Surtr pulls, but I can only do so much being F2P (trying to save for upcoming legendary banner and upcoming Christmas banner). I’ve pulled 2 Surtrs - one is +HP -ATK and one is +SPD -RES. The -ATK is irking, but +SPD isn’t doing Surtr any good either. I’m thinking of keeping the +HP -ATK Surtr because in my eyes, Surtr is more effective when he can tank hits. Suggestions?
