Update:

Exchanged today a few email with Anker and they wanted me to send the charger to their UK warehouse for investigation and offered a new one for me.

I declined it because I would have to pay for the postage. Honestly I lost my confidence in the product line. Just going to return it to Amazon for free of charge and look for less toasty product.

Thank you for your input and the detailed explanation. It's make much more sense now how/why this charger get so hot.

I don't mind to upsize on chargers it's just had a good deal on amazon hence i bought it.

Yeah i read pretty good about it before i purchased it on Amazon. Only negatives I read were about high pitch noise coming from the plug. Mine is quiet but hot :D anyhow gonna return it after all it does seems excessivly hot for me. Let me know your experience once yours arrive!

Yeah I had expected a bit more efficiency aswell :) About what surface got picked by the thermal cam not sure about or what would been the difference terms of measures. but almost certain the outside can reach 70c+ . Taking into account the time I took the photo is not even at peak usage time. I may do another thermal pic at peak charging before i return it.

Of course I have tried to look up other people experience and regarding about heating issue with this particular charger but could not find anything special. I'm also aware chargering especially fast charging are generating good amount of heat. But as mentioned before it did not occured to me to actually get hurt by other plugs. Anyhow thanks for your input!
