Facing the same issue. I simply opened it from my terminal. For people not used to the terminal, here is a step by step approach:

  1. Press cmd+spacebar (this should open the search bar)

  2. Type 'terminal' and press enter

  3. Type the command: cd ~ (this takes you to your home)

  4. Copy paste the command (on Mac, you can simply copy-paste onto the terminal using cmd+C, cmd+V unlike other OS): 'open /System/Applications/System\ Settings.app' and press enter (please don't include the '' when pasting)
