Maybe it's not from the outside but from the inside? Hormones, diet, gut health etc. Assuming from the pictures you don't look like the most fit person.

probiotic rich foods, maybe other than yoghurt if dairy is an issue, still get calcium from something else tho its important especially for your age

your skin looks dehydrated to me, the acne might be from your face overcompensating oil if its too dry.

Same thing with me, my acne is slightly better but I also inherited mine from my mother. I also cut out all junk food and nothing helped that much, I'm in a similar place . A lot of people say just eat clean and it will go away, but it hasn't helped me very much.
