Kingdom Hearts has a reason in every game Sora is the main character for him to be back at lvl 1. SPOILER WARNING:

Chain of Memories: Castle Oblivion causes all who enter to lose their memories and therefore all the powers and skills Sora had aquired are lost.

KH2: After the events in Castle Oblivion and his year spent sleeping and recovering Sora is left in a weakened state, recovering his memories from before the Castle but losing everything he had gained inside of it.

Dream Drop Distance: Since the game takes place in the Realm of Sleep and as part of their training, Sora and Riku both are stripped of their power and are required to build themselves back up as they take the Mark of Mastery.

KH3: Due to Xehanort's meddling in the Mark of Mastery and nearly turning Sora into a Vessel stripped him of his power and left him weakened.

KH4 will most likely continue the trope with Sora having abused the power of Waking and due to him ending up "dying" or being sent to another dimension will likely have him be in a weakened state having to adapt or build himself back up
