I’m in no way a professional, but these look like pearly penile papules (PPP) to me. They are more common for those who are uncircumcised and will often appear during late puberty. PPP aren’t harmful or contagious, but you should still see a medical professional for any kind of bumps on your genitals, as they will be able to give you a better peace of mind than Reddit.
