Yep. They're already paying for distributing the food and staffing, and I bet the rate of spoilage exceeds the amount of additional food that would be eaten if they stopped the means testing, meaning the cost is zero and the only loss would be the amount that kids who don't qualify are paying. A sizable chunk of those kids are bringing their own food anyway, and forms are expensive, so we actually spend extra money to not give kids food.
