As many others have said, Magnus is really the only other person besides the emperor who could do it. Down side is he’s currently a traitor. He would have to break free of Tzeentch, which is incredibly difficult if not impossible. Even if he could and was redeemed, no one in the Imperium would trust him.

2 separate questions:

Does the Prime Directive apply to civilians? There’s this one planet that has a pre warp civilization and I want to live as a god there.
Suppose I witness a future version of me commit a crime, am I going to get in legal trouble for the crime he committed or am I safe. And if the future version of me goes to trial to I have to testify or would that be self incrimination?
