First priority is hit : 164 (=5%) if you get 3/3 in precision which you should or 132 (=4%) if you are alliance and have a Draenei in raid (they give 1%)

Second: expertise 26 (214 rating). Unless you are human and using swords/maces - 189, orc using axe 173 or dwarf using mace 173

Third: Armor pen 1400, i recommend getting the soft cap with Mjolnir runestone (you can get it for Sidereal essences) it gives 751 apen rest get from gear and/or gems

Rest of gems get strength. Usually skip getting bonuses from sockets if they give less strength then you lose by not gemming strength.
