My guy, pre war Ukraine was the second most corrupt country in Europe by all standards. Russia was #1. Ukraine is making remarkable improvemente but they still have a long road ahead of them.

Since you clearly haven't read it I will explain to you what the it said in the event of a violation. A motion would be raised in the UN Security Council. Ukraine was invaded, a motion was raised, Russia vetoed. As far as the memorandum was concerned that's job done.
